Terms of Service
Effective date: July 2, 2026
1. Who we are and what this means
These Terms of Service ("Terms") are an agreement between you and ZIX DEV Inc, a Delaware corporation with its registered address at 1111B S Governors Ave STE 40023, Dover, DE 19904, United States ("ZIX DEV", "we", "us", or "our"). They govern your use of pdf-combiner.com (the "Service").
By accessing or using the Service, you agree to these Terms. If you don't agree, please don't use the Service. You must be at least 13 years old (or the age of digital consent in your country) to use the Service, and you must have the legal capacity to enter into this agreement.
2. What pdf-combiner.com is
pdf-combiner.com is a free, browser-based toolkit for working with PDF files: Combine, Split, Compress, Rotate, Organize, and Convert. There are no accounts, no sign-up, and no payment to use any tool.
Everything happens on your device. Your files are processed entirely inside your own web browser. We do not upload, receive, view, or store the files you work with — they never leave your device. You can read more about how this works in our Privacy Policy.
The Service is provided free of charge today. We may introduce paid features, limits, or change what's free in the future; if we do, we'll update these Terms and the site to reflect it.
3. Your privacy
Your use of the Service is also governed by our Privacy Policy, which explains what information we do and don't collect (including the limited, anonymous usage data described there). By using the Service, you acknowledge that policy.
4. Your license to use the Service
We grant you a personal, worldwide, non-exclusive, non-transferable, revocable license to access and use pdf-combiner.com for your own personal or business document-management purposes, subject to these Terms.
You agree not to:
- copy, modify, reverse-engineer, decompile, or create derivative works of the Service's software, except to the extent applicable law expressly permits;
- resell, sublicense, rent, or provide the Service to third parties as if it were your own product;
- remove or obscure any copyright, trademark, or other proprietary notice;
- use automated tools (bots, scrapers, load generators) to access, overload, or disrupt the Service's website or hosting infrastructure, or to probe for vulnerabilities;
- attempt to circumvent any technical limitation, file-size ceiling, or access control we put in place.
5. Your files, your rights
You own your files. Any document, image, or other content you process with pdf-combiner.com (your "Content") belongs entirely to you. Because processing happens on your own device, we never receive, see, or store your Content — there is nothing for us to claim any right to, and we don't.
You're responsible for your Content and how you use it. You confirm you have the right to process any file you feed into the tools, and that doing so doesn't violate anyone else's rights or the law.
6. Our intellectual property
The Service itself — its software, design, text, graphics, logos, and the "pdf-combiner.com" name and branding — is owned by ZIX DEV Inc or our licensors and is protected by copyright, trademark, and other laws. Nothing in these Terms transfers any of that ownership to you; you get only the limited license in Section 4.
Open-source components. pdf-combiner.com is built in part on open-source software and fonts, each under its own license (for example, permissive licenses such as MIT, Apache-2.0, and SIL OFL-1.1). Those components remain governed by their own license terms; see our third-party notices page for the full list and required attributions.
Feedback. If you send us suggestions or feedback about the Service, you agree we can use it without any obligation to you.
7. Acceptable use
You agree not to use pdf-combiner.com to:
- do anything unlawful, fraudulent, or that violates the rights (including intellectual-property or privacy rights) of others;
- process, generate, or attempt to generate content that is illegal, that infringes someone else's copyright or other rights, or that facilitates the infringement of such rights;
- upload files designed to exploit, disrupt, or gain unauthorized access to the Service, our website, or any other user's device (e.g. malicious files, exploit payloads);
- interfere with, overload, or launch denial-of-service-style traffic against the Service or the infrastructure it runs on;
- misrepresent your identity or affiliation with ZIX DEV Inc, or otherwise attempt to deceive other users about the Service.
We may suspend or block access for anyone we reasonably believe is violating this section, including at the network level, without prior notice where necessary to protect the Service or other users.
8. No warranty — "as is" and "as available"
The Service is provided "AS IS" and "AS AVAILABLE," without warranties of any kind, whether express, implied, or statutory, including — to the maximum extent permitted by law — any implied warranties of merchantability, fitness for a particular purpose, title, and non-infringement.
In particular, and because pdf-combiner.com runs unsupervised in your own browser with no server-side review of your files:
- We don't guarantee that any operation (combine, split, compress, rotate, organize, or convert) will produce a perfect or lossless result, or that the output will preserve every element of the original document (formatting, metadata, embedded content, digital signatures, etc.).
- You are responsible for checking the output before you rely on it — this matters especially for legal, financial, medical, or other sensitive or important documents. Always verify a processed file before sending, filing, or relying on it.
- We don't warrant that the Service will be uninterrupted, secure, free of errors, or available at all times, or that any defect will be corrected.
Some jurisdictions don't allow the exclusion of certain implied warranties, so some of the above exclusions may not apply to you in full.
9. Limitation of liability
To the maximum extent permitted by law:
- ZIX DEV Inc will not be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss of profits, data, goodwill, or other intangible losses, arising out of or related to your use of (or inability to use) the Service — including damage, loss, or corruption of any file you process.
- Our total aggregate liability for any claim relating to the Service is limited to the greater of (a) the amount you paid us for the Service in the 12 months before the claim arose (which, for a free Service, is currently $0), or (b) US$100.
- This limitation applies whether the claim is based on contract, tort (including negligence), statute, or any other legal theory, and even if we've been advised of the possibility of such damages.
Some jurisdictions do not allow the limitation or exclusion of liability for certain damages, so some of the limitations above may not apply to you, and you may have additional rights.
10. Third-party links and advertising
The Service may contain links to third-party websites or services that are not owned or controlled by ZIX DEV Inc. We are not responsible for the content, privacy practices, or terms of any third-party site, and linking to it doesn't mean we endorse it. You access third-party links at your own risk and subject to that third party's own terms.
Advertising. pdf-combiner.com displays third-party advertisements provided by Google AdSense. Advertising helps fund the free tools on this site.
- Advertisers and ad networks — including Google — are independent third parties, not agents of ZIX DEV Inc.
- We do not endorse, and are not responsible for, the content of any advertisement, the products or services it promotes, or the website or destination an ad link takes you to.
- Your interactions with an advertiser (including any purchase, contact, click-through, or other transaction) are governed solely by that advertiser's or ad network's own terms and privacy policy — not ours. We are not a party to, and are not liable for, those interactions.
- Displaying ads involves third-party cookies and similar technologies set by Google (and, where applicable, its advertising partners). Whether and how these are set depends on your consent choices: in the European Economic Area, the United Kingdom, and Switzerland, no advertising cookie is set and no ad-personalization signal is sent until you give prior, opt-in consent through our cookie-consent banner; elsewhere, advertising cookies may be set by default, subject to your right to opt out. See our Privacy Policy for the full disclosure of what Google processes, and use the "Cookie preferences" control in the site footer to grant, change, or withdraw your consent at any time.
- If you are a California resident (or a resident of another U.S. state with a comparable law), our use of Google AdSense is treated as a "sale" or "share" of your personal information under applicable law. You can exercise your "Do Not Sell or Share My Personal Information" right through the footer control described in our Privacy Policy, or by enabling the Global Privacy Control (GPC) signal in your browser, which we honor automatically.
- We are not liable for the practices of any advertiser or ad network, including Google's own data-collection, ad-serving, or ad-personalization practices — those are governed by that party's own policies, linked from our Privacy Policy. This section works together with, and does not limit, Sections 8 (No warranty) and 9 (Limitation of liability) above.
- Advertising is served independently of the file-processing tools: no file, page, or file-derived value you process with the Service is ever shared with an advertiser or ad network.
11. Changes to the Service and these Terms
We may add, change, or discontinue any part of the Service (including individual tools) at any time, with or without notice, since it's offered free of charge.
We may update these Terms from time to time. When we do, we'll post the revised Terms on this page and update the "Effective date" above. If a change is material, we'll make reasonable efforts to call it out (for example, a notice on the site). Continuing to use the Service after an update means you accept the revised Terms.
12. Ending your use
You can stop using pdf-combiner.com at any time — there's no account to close and nothing to cancel.
We may suspend or block your access to the Service (in whole or in part) if we reasonably believe you've violated these Terms, misused the Service, or if we discontinue the Service or a feature entirely. Sections that by their nature should survive (including Sections 5, 6, 8, 9, and 13) will continue to apply after your use ends.
13. Governing law and disputes
These Terms are governed by the laws of the State of Delaware, United States, without regard to its conflict-of-laws rules. Any dispute arising out of or relating to these Terms or the Service will be subject to the exclusive jurisdiction of the state or federal courts located in Delaware, United States, and you consent to that jurisdiction and venue.
(Consumer-protection carve-outs that may apply in your jurisdiction, and any arbitration or class-action-waiver provision, are not included in this draft pending outside-counsel review — see the drafting note above.)
14. General
- Entire agreement. These Terms (together with our Privacy Policy) are the entire agreement between you and ZIX DEV Inc regarding the Service, and supersede any prior agreements on this subject.
- Severability. If any part of these Terms is found unenforceable, the rest remains in effect.
- No waiver. Our failure to enforce a provision isn't a waiver of our right to do so later.
- Assignment. You may not assign these Terms; we may assign them in connection with a merger, acquisition, or sale of assets.
- Force majeure. We're not liable for delays or failures caused by events beyond our reasonable control.
